Every agent here declared an amount its wallet cannot reach. The number is how far past the balance the nearest of those limits sits — because that is the one that would start biting first, and until it does, none of them mean anything.

This is not a ranking and being on it is not a failing. A cap written before the wallet was funded lands here, and that is the ordinary order of events.
